Review finds man who killed elderly neighbours still a threat

MONCTON, N.B. – The New Brunswick Board of Review has decided to not allow Gregory Allen Despres to be transferred to the less secure Restigouche Hospital in Campbellton from the psychiatric wing of Dorchester Penitentiary.

Despres is still considered to be a threat to the public and will remain where he is until his next mandatory mental health hearing in 2015 or until his doctors can develop an adequate transition plan to another facility.

Despres was found not criminally responsible for the brutal 2005 slayings of 74-year-old Fred Fulton and 70-year-old Verna Decarie in Minto.

Fulton’s daughter-in-law, Mary Kennedy-Fulton, says Despres’ refusal to acknowledge his role in the slayings means he’s a long way from being allowed to leave the secure facility at Dorchester.

“Mr. Despres has had no treatment.  He’s never even agreed that he harmed Fred and Verna, the treatment hasn’t even started.  So how can they even consider releasing him?  They can’t.”

Despres’ primary psychiatrist testified at today’s hearing that transferring his patient to Restigouche might help him realize his responsibility for the murders.
