Nova Scotia’s Serious Incident Response Team has released a summary of its first investigation.

The report involves the arrest of a 61-year-old woman by Halifax Regional Police officers, during which the woman’s arm was broken.

Police were called to the intersection of Federal and McAlpine in Halifax around 7:40 p.m., April 21. Witnesses said a woman was obstructing traffic and appeared to be in an “altered mental state.”

When officers tried to get her to leave the street, she reportedly became aggressive and tried to bite and kick the officers. A release from the province says her arm was “unintentionally broken” during a struggle to control her.

After interviews with 16 witnesses and the injured woman, the SIRT confirmed the woman had a history of violent behaviour when in an altered mental state. The report concludes the officers used reasonable force and criminal charges are not warranted.
